Dear Friends and Colleagues,

As you may know, the New York State Office for People With Developmental Disabilities (OPWDD) recently published a draft application for public comment which will establish Care Coordination Organizations (CCOs).  CCOs will be the provider-led entities which will implement People First Care Coordination, a planned expansion of service coordination that will bring all the services a person receives together in a single Life Plan. Currently, only OPWDD services are included in an individual’s service plan, but the Life Plan will also include the healthcare services and other community supports that an individual may receive. This will further move us toward an approach that considers the needs, wants and goals of the whole person.

Over the past month, we have had a series of webinars geared toward individuals served by OPWDD, their families, and service providers to explain People First Care Coordination. The webinars are now available on-demand on OPWDD’s website for you to view when and where you choose. If you would like to view the webinars and download presentation materials, you can find them on the People First Care Coordination section of the OPWDD website:

Also on the website, you will find the first in a series of videos created to explain People First Care Coordination. If you have questions or suggestions for video topics, please let us know by emailing care.coordination@opwdd.ny.gov. We are interested in hearing your thoughts and opinions.

Finally, OPWDD, working with the New York State Department of Health, has developed a draft application to submit to the federal government (“1115 Waiver”).  The 1115 Waiver will allow our system to move to managed care in the future. If you would like to see the draft 1115 Waiver Application or offer comment, you can find it at the link below. Public comment is being accepted until August 21.

Thank you for your continued involvement and support as we move forward with these important changes to benefit those we serve.

Sincerely,

Kerry A. Delaney

Acting Commissioner
